OAR Pinwheel for the Garden, need some input!

I have it so it will spin but need to add something to grab the wind, initial thought to add some metal spoons to rim any suggestions to get the wind? I found the very long oar (about 12 ft.)in someones trash and had some bike wheels given to me so this is what became of the two so far!

You'll need a bicycle wheel hub for the center with the bearing intact to freely spin. Otherwise, you'd have to set it off the oar enough to with a bolt or metal spindle and then add fins around the perimeter like a windmill looks. Just some thoughts that come to mind. Good luck!!
